Skills:

E is for trading in lane which you will do alot, Q is for catching or kiting, W is for extended fights usually around mid or late game, QR is for catching or kiting, WR is good vs people building armor, ER is good for trading and vs squishy you can e then ult e to do burst damage vs squishy

Depending on your matchup you may be better off just putting two points in e then maxing w first all depends if you are vs a tank and not having a prob taking out the carry or you were put in a lane vs a tank cause communication issues.

Nil weapon for the hp increase and damage with some sustain and Modular Health Vial for some survival if you get poked

Core items -
Joe Chill's Revolver allows for more damage when you crit.
Velocity 9 Implants gives valuable stats like movement crit and attack speed all great for Green Arrow.
and Huntress Cross Bow gives you attack speed attack damage and percent health.

Offensive Items -
Atomic Axe Very Useful vs people building Attack armor.
Coda Blade Useful VS Kryptonian War Armor Item and heal Champions Like harley Quin, Poison Ivy, Zatanna, And Gaslight Joker.

Defensive Items -
Ra's al Ghul's Robe Great vs Assassins Like Catwoman and atomic Wonder woman.
Suit of Sorrows only useful vs Heavy Ad Teams. this item prob wont be bought very much but it is a option if you are not having to much of a prob vs any of them but the adc also helpful vs katana
Metallo's Heart Used vs Auto Attackers.

Entropy Aegis Useful against Burst Blasters and Control.

Situation Items -
Soultaker Katana If you need Sustain also Useful vs Suit of sorrows.
And Zeiss Goggles Best if You are going to be kiting more then constant fighting Because you are going to gain stacks as you are kiting.

Doomsday's Invulnerability - Good damage reduction.

Poison Ivy's Healing Wave - gives survivability and more damage.

Robin's Surveillance Camera - Good for staying in lane longer and prevent ganks before having to back.

Mods & Augments:

Huntress Cross Bow Enhanced Mod - The attack speed helps with Green Arrow because it is a relies on attacks.

Joe Chill's Revolver Empowered Mod - Adds more power spike when you crit.

Velocity 9 Implants Mod - There are two you can choose from the crit chance for higher chance to crit by 10% or the Crit damage one now i like the Crit Damage one 10% doesnt seem effective to me over having 50% Crit damage added on to the Joe chills crit damage total of 125% crit damage.

Match Ups

Dodge his trident and q his dash to keep distance watch out during teamfights he could throw you in his team.

Be Aware of his ult when fighting could be the difference of you losing other then that just keep distance when he q's in will be followed by his shackle to root just q away.

Dodge her Skill shots her harass will be annoying you can go entropy aegis to block that stun if you cant dodge it.

dodge his grab and q slow him if he ults you.

he will be a prob but you can beat him in lane poke him out with e ult combo avoid his W and dodge his e and dont fight him if he ults he will likely win if you are equal health.

Kite and she will likely build tank so huntress cross bow and atomic axe should help with that.

Hard match up She will ult in e w and if you q away she will q to you so you will prob die unless you have items to back it up.

Keep distance so he cant taunt you using q slow and w for the armor pen from w items huntress Cross Bow and Atomic Axe . Combo prob better to e q w ult vs a tank depends on his items at the time.

Will be rough he can dash twice and ult once he dashes twice and hasnt killed you should win use e ult q w.

dodge his q watch for his w and if he ults just q his dash in melee form.

Hard to beat unless she is behind you cant run from her leap is shorter cd then your q you will need entropy aegis to stop her ability to come out on top.

Avoid his q and fight him when he uses his e has a 15 sec cd his ult is 110 cd and at max rank 80 sec cd so if he just keep track.

annoying can get to you quite easy q when he starts jumping to you and stay away from walls.

q when he dashes wont really have anything till its back up he will likely run unless he has super speed and just chase q slow kite him if need be.

dodge his q and stay away from anything he can bounce it off to poke at you q away to dodge his ult if he uses it during a fight.

She is Rough will prob burst you down Ra's al Ghul's Robe will be helpful vs her Assassin combo.

Avoid his ham toss and keep distance so you are not in his ult you should win also coda blade would be useful since he uses health for skills and will need to regen health.

Skill Match up matter of who lands e ult combo more during laning phase.

Entropy Aegis Helpful vs him since he is blaster about burst.

Coda Blade helpful But her pies will hurt try to force her to use pies but hit minions and harass while its on cd has 8 cd rank 1, and 6 rank 4.

avoid her mace and q away if her wings glow she activate her movement speed.

dodge his q and w if you are having trouble with his q could get entropy Aegis to block it.

hope she ults someone else or just try to stay in a group so you dont take her full damage.

dodge his dash so you dont get slowed.

dont get knocked up and try to stay away from narrow arrows so he cant wall you off.

try not to get hit by her q and you should be able to win if her e is on cd she wont have the attack speed but this depends on items if she is to far ahead you just dont fight her.

Try to watch out his ult can really cause problems.

q dodge his Blades.

if he is focusing you with his ult entropy aegis should help if you can dodge damage from taking the shield.

coda blade to reduce the heal and dodge her knock up.

q away when he dashes to you.

q away when he ults and watch out for his passive q stun.

very bursty will likely need entropy aegis or Ra's al Ghul's Robe depending on who all you are facing but if you feel no one else is a threat but him then entropy aegis is best choice.

Watch out for her e then the rest is just shards and ult.

dodge laser, her stars are easy to dodge but her ult could cause problems cant q during her ult and if she does it with assassins around well you are likely dead.

dont get hit by his q or w and try not to get close so he ults you cause if he w's you its gonna be followed by e to slow and q for more damage and likely ult pull you into a death situation depending on his teams position.

q when she dashes and watch your position cause she could ult you away from safety or into her team through a wall.

annoying he moves faster and has multiple ways to get to you if he lasers just wait for him to laser again then q slow and try to take him out while running to safety unless you are fed then he will likely figured out it was a bad idea in the first place and regret the decision.

dodge his vine so you dont get rooted then you likely win unless he has someone with burst during the knock up.

dodge lasso and keep distance and stay away from minions so she cant hop to it and ult you.

if she e's you dodge her q so she dont cause to much problems.
